Encyclopedia, Dictionary, Shabdkosh (Year Book), Map (Atlas), Journals, Art and Painting Books and other illustrated books, which are published in several parts or volumes, and general reference books and rare books will be used in the House, on any condition such books will not be issued to take home.

The functions of the Circulation Counter mainly comprises of maintaining records of Library users, issue and return of books, issuing reminders for overdue books, reserving books for Members of the Legislative Assembly/Council to obtain books on inter-Library loan which are not available in the Legislature Library as and when the need arises, providing reading facilities for readers, display of the latest books and rectification/maintenance of stacks on a regular basis, etc.
